- SUBJECT OF THE INVITATION TO TENDER:
The General Manager of the National Refining Company (Contracting Authority), launches a National Open Call for Tenders for the supply of office furniture and equipment to SONARA.
- NATURE OF SERVICES:
The Supplier selected at the end of this procedure must make available to SONARA, a batch of office furniture and equipment consisting of:
- One hundred and fifty-six (156) office chairs suitable for an industrial environment and intended for permanent use;
- Fifty-five (55) office tables;
- Eighty (80) visiting chairs.
The above-mentioned furniture must imperatively comply, both descriptively, qualitatively and quantitatively, with the technical characteristics and detailed breakdown contained in the Supply Description (DF).
- EXECUTION DEADLINE:
The maximum period provided by the Project Owner for the delivery of the supplies covered by this call for tenders is three (03) months from the date of notification of the corresponding service order.
- ALLOTMENT:
The contract is not allotted.
- ESTIMATED COST:
The estimated cost of the operation following preliminary studies is CFAF 111.558.375 (one hundred and eleven million, five hundred and fifty-eight thousand, three hundred and seventy-five francs) All Taxes Included.
- PARTICIPATION AND ORIGIN:
Participation in this invitation to tender is open to all Cameroon-based companies with the required competence and expertise in the specific domain.
- FINANCING:
Services forming the subject of this invitation to tender shall be financed by the SONARA Budget [ID122-A02-2424].
- PROVISIONNAL BID BOND:
Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond established by a first-class bank approved by the Ministry of Finance and listed in document nº 11 of the Tender File (DAO), of an amount of CFAF 1.871.000 (one million eight hundred and seventy-one thousand francs) valid for thirty (30) days beyond the original date of validity of the offers.
- CONSULTATION OF TENDER FILE:
The file can be consulted during working hours upon publication of this notice, at SONARA P.O. Box 365 Limbé (General Management/Contracts Department).
- ACQUISITION OF THE TENDER FILE:
The file may be obtained from the SONARA’s Contracts Department P.O Box 365 Limbe upon presentation of a receipt of payment of a non-refundable amount of CFAF 110.000 (one hundred and ten thousand francs) at any BICEC branch using the following references: BICEC

- SUBMISSION OF BIDS:
Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company (SONARA), P.O. Box 365 – Limbe latest on the 14th/05/2024 at 10 a.m. local time, bearing the following label:

- ADMISSIBILITY OF OFFERS:
Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.
Any offer not in conformity with the requirements of this notice and tender file will be declared inadmissible; this will be notably the case in the absence of a bid bond issued by a first class bank approved with the Ministry of Finance, or failure to respect the models of documents of tender file will result in rejection of the offer.
- OPENING OF BIDS:
The opening of offers will be done in two stages; the opening of administrative and technical offers will take place initially, followed in a second stage by that of financial offers from bidders having obtained the minimum technical score required:
The opening of administrative documents and technical offers will take place on 14th/05/2024 at 10:30 a.m. at the SONARA Company Restaurant in Limbé, by the Internal Tenders Board; only bidders may attend this opening session or be represented by a duly authorized person of their choice.
That of the financial offers will take place at the end of the technical analysis and will only concern bidders having obtained at least 70% of the “YES” after adding the scores of the essential criteria’s notes.
- EVALUATION CRITERIA:
14.1 Essential criteria
The examination of the essential criteria will consist of a verification of the conformity of the bidder’s offer with the requirements of the Supply Description (DF) and this, in accordance with the stipulations of the special regulation of the call for tenders (RPAO). Points to check will include:
– Presentation of the offer
– Tools
– Customer service (After sales service)
14.2 Eliminatory criteria
- Incomplete administrative file ;
- Failure to attach in the technical offer, a written commitment of the bidder to produce certificates of origin and conformity to the reference standard of the proposed furniture (visitor armchairs and chairs), prior to its delivery to the site of SONARA;
- The bidder does not justify references [at least three (03) dating back at most five (05) years] in the supply of furniture and office equipment (attach copies of contracts/purchase orders and corresponding acceptance report);
- The office furniture and equipment proposed by the bidder are not compatible with the characteristics of chapter VII.c) of the supply description (DF) on both qualitative[1] and quantitative aspects;
- Failure to obtain at least 70% of ‘’YES’’ after addition of the essential criteria’s notes.
- SELECTION METHOD OF CONSULTANT:
The consultant selected shall be the bidder whose technical selected offer is qualified financially as the lower price.
- AWARD:
The contract shall be awarded to the bidder whose qualified technical offer is judged in compliance with the Tender file and financial offer considered as the lowest price.
- VALIDITY OF OFFERS:
Bidders shall remain committed to their offers for three (03) months from the deadline set for the submission of tenders.
