FOR UPKEEP OF GREEN SPACE OF THE REFINERY AREA AND THE GENOYER STORE

- PURPOSE OF THE CALL FOR TENDER
The General Manager of SONARA, Contracting Authority, launches an Open National Invitation to tender to ensure the upkeep of green space of the refinery area and the GENOYER store.
- CONSISTENCE OF SERVICE
From a technical point of view and in accordance with the description of the Terms of Reference, the services reliable to the potential Co-contractor, are described as follows:
- Surfaces with or without grass:
- Mowing of grassy areas (either mechanical, manual, chemical or all three combined) must be systematically done with an obligation to achieve results (mowing height: 2 cm maximum). The service provider must ensure the permanent cleanliness of all the facilities in its charge.
- Weeding of non-grassed green spaces and from the edge of grassed areas, with obligation of results (any non-grassed space where the height of the grass is greater than 5 cm will be considered non-compliant).
- Pulling out weeds in grassy areas.
- Raking, collection and disposal of mowing and grass cutting waste.
- Watering the lawn around each building over a radius of fifty (50) meters in the dry season.
- Cleaning grass and cutting shrubs located between the shipyard fence and that of SONARA.
- Plants and other waste will be evacuated by the service provider to an approved public landfill in accordance with Cameroonian regulations, a copy of which should be sent to SONARA.
- Trees, shrubs and hedges:
- Pruning of trees and shrubs in the areas of the green areas concerned.
- The size of shrubs and hedge planted in grassed areas or not and included in the areas defined above. Maximum height of hedges : 1 meter.
- Staking of shrubs and hedges.
- Collection and disposal of cutting and pruning waste from trees, shrubs and flowers to an approved landfill and in accordance with the Cameroonian regulations in force.
- Gutters, streets and common areas of the non-customs zone:
- To clean and sweep all rubbish from the gutters (customs-free zone), whether it be plants, rags, cans, bottles, planks, stones or waste of all kinds without listing is not exhaustive.
- To clean and sweep the streets and common areas; streets, alleys, parking lots sidewalks and their barbicans, paved and unpaved roads.
- To clean the gutter along the national road for 300m from the entrance to Mukudange with goes from the national road to the FOSTER WHEELER store.
- EXECUTION DEADLINE
The maximum time limit laid by the project owner for the realization of services, subject of this tender is twelve (12) months, as from the date of notification of the corresponding service.
- ALLOTMENT
The contract is not allotted.
- ESTIMATED COST
The provisional cost of the operation after earlier studies is CFAF 45.148.050 (forty-five million one hundred forty-eight thousand and fifty francs) all taxes included.
- PARTICIPATION AND ORIGIN
Participation shall be open to all Cameroon-based companies.
- FUNDING
This contract shall be financed by the SONARA budget (ED124-X05-0078)
- ELIGIBILITY OF OFFERS
Each bidder must include with his administrative documents, a bid bond issued by a first-class bank approved by the Ministry of Finance and listed in Item 11 of the tender document, of an amount of CFAF 757.200 (seven hundred fifty-seven thousand and two hundred francs) valid for thirty (30) days beyond the original date of validity of the offers.
Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.
- CONSULTATION OF THE TENDER FILE
Upon publication of this notice, the tender file may be consulted during working hours at SONARA, P.O. Box 365 Limbe (General Management / Contracts Division).
- ACQUISITION OF THE TENDER FILE
Once the tender notice is made known, tender documents can be obtained at the Contracts Division of SONARA-P.O. Box 365 Limbe, upon presentation of a receipt of payment of a non-refundable amount of CFAF 50.000 (fifty thousand francs) payable to BICEC under the following references:

- SUBMISSION OF BIDS
Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. BOX 365 – Limbe, latest on the 6th/03/2024 at 10 a.m. local time, bearing the following label:

- ADMISSIBILITY OFFERS
Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.
Any offer not in conformity with the requirements of this notice and tender file will be declared inadmissible. In absence of a bid bond issued by a first-class bank approved with the Ministry of Finance, or failure to respect the models of documents of tender file will result in rejection of the offer.
- OPENING OF TENDER ENVELOPES
The opening of bids will be done in two stages; the opening of the administrative and technical bids will take place initially and will be followed by the second phase which is the financial offers of the bidders who meet the minimum technical score required:
- The opening of administrative documents and technical bids will take place on 6th/03/2024 at 10:30 am at the Company restaurant SONARA in Limbe, by the SONARA’s Internal Tenders Board; only bidders may attend the opening session or be represented by a person of their choice duly authorized.
- The financial bids will take place at the end of the technical analysis and it will concern only tenderers with the minimum score of 70 points out of 100.
- REQUIREMENTS FOR SELECTING ENTERPRISES
14.1. Essential criteria
The examination of the essential criteria will consist of a verification of the conformity of bidders’ files with respect to the requirements of the Terms of References (ToR) in accordance with the stipulations of RPAO. The checklist will be on:

14.2. Eliminatory criteria
- Incomplete administrative file;
- Absence of references (at least two) in the field of weeding (attach copy of the first and the last page of contract, purchase order with a total deadline execution equal or more than 24 months with final or temporary job delivery report);
- Absence of letter of satisfaction signed by the Project Owner for companies that have already carried out this type of service at SONARA;
- Failure to obtain at least 70 points on a score of 100 during addition of the essential criteria’s notes.
- METHOD OF SELECTION OF THE SERVICE PROVIDER
The Provider will be selected according to a formula combining quality and price.
- AWARD
The Contract will be awarded to the bidder whose qualified technical offer will be evaluated as the best bid on the basis of formula GN = 0.7TN + 0.3FN.
- TENDER VALIDITY
The bidders remain bound by their offers for a period of three (03) months with effect from the date of opening of bids.
