RELATED TO REPAIR AND PERIODIC REQUALIFICATION OF TWENTY (20) NITROGEN FRAMES

- PURPOSE OF THE CALL FOR TENDER
The General Manager of the National Refining Company Ltd (Contracting Authority), launches an Open National Invitation to Tender for repair and periodic requalification of twenty (20) nitrogen frames.
- CONSISTENCE OF SERVICES
The services to be carried out as defined in the Specifications of Special Technical Clauses (CCTP) concern:
- Work on pipes and its accessories,
- Boiler work on chassis and protective casing assembly,
- The painting.
- Screen printing marking
- The regulatory visit
- EXECUTION DEADLINE
The maximum time limit provided by the Client for carrying out the work covered by this call for tenders is six (06) month from the date of notification of the corresponding service order.
- NUMBER OF LOTS
This contract is not allotted.
- ESTIMATED COST
The estimated cost of this operation is CFAF 99.991.125 (ninety-nine million, nine hundred and ninety-one thousand, one hundred and twenty-five francs) all taxes inclusive.
- PARTICIPATION AND ORIGIN
Participation in this call for tenders is open to companies governed by Cameroonian law or established in Cameroon, and operating in this specific field.
- FUNDING
Services covered by this call for tenders are financed by the SONARA investment budget (IL322-B06-3578).
- ELIGIBILITY OF OFFERS
To avoid rejection, each bidder must include in his administrative documents, a bid bond drawn up and signed by a bank or a first-class financial institution registered by the ministry in charge of finance and which figures on document N°12 of the ITT, of an amount of CFAF 1.677.000 (one million six hundred and seventy-seven thousand francs) and valid for 30 days, beyond the original date of validity of the offers.
- CONSULTATION OF THE TENDER FILE
The file can be consulted at SONARA premises, P.O. Box 365 Limbe (General Management / Contracts Division) during working hours upon publication of this Invitation to Tender Notice.
- ACQUISITION OF THE TENDER FILE
The Bidding Documents can be obtained upon publication of this notice at the SONARA Contracts Division P.O. Box 365 Limbé, against presentation of the receipt of payment of a sum of CFAF 100.000 (one hundred thousand francs) payable to BICEC under the following references:

- SUBMISSION OF BIDS
Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. Box 365 – Limbe, latest on the 7th/08/2024 at 10 a.m. local time, bearing the following label:

- ADMISSIBILITY OFFERS
Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.
Any incomplete offer in accordance with the requirements of the Call for Tender will be declared inadmissible; this will be the case in particular in the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance or a financial organization authorized to issue bonds in the context of public contracts.
- OPENING OF TENDER ENVELOPES
The opening of tenders will be done in two stages; the opening of administrative and technical bids will take place first, followed in a second step by that of financial bids from bidders who have obtained the minimum technical score required:
- The opening of administrative documents and technical offers will take place on 7th/08/2024 at 10:30 am at the SONARA Company Restaurant in Limbé, by the Internal Procurement Commission; only tenderers may attend this opening session or be represented by a duly authorized person of their choice.
- That of financial bids will take place at the end of the technical analysis and will only concern bidders who have obtained at least 70% of “YES” when adding the scores for the essential criteria.
- REQUIREMENTS FOR SELECTING ENTERPRISES
The criteria for the selection of tenderers are as follows:
14.1. Essential criteria
The examination of the essential criteria will consist in verifying the conformity of the tenderer’s offer with the requirements of the Special Technical Clauses (CCTP) and this, in accordance with the stipulations of the Special regulations of the Invitation to tender (RPAO). The points to be checked will relate to:
- Consistency of the bid;
- Human resources / Organization / Qualifications;
- Planning;
- Equipment specification;
- Material resources;
14.2. Eliminatory criteria
- Incomplete administrative file;
- Failure to present references [at least two (02)] in carrying out regulatory requalification work on gas cylinders/removable frames (attach: copies of orders/contracts/markets and corresponding receipt sheets or reports);
- The technical data sheets fr all paints and gritt do not comply with CCTP specifications (§II.1)
- Failure to present proof of ownership or a partnership contract with a partner company specializing in the rental of a test bench approved by the MINMIDT, for a test pressure of at least 256 bars (attach proof of property or partnership contract);
- Failure to present a valid calibration certificate for pressure gauges to be used for a minimum pressure of 260 bars;
- Failure to present an approval issued by the MINMIDT for the control, verification and expertise of gas pressure and water vapor devices and accessories;
- Failure to obtained at least 70% of ‘’YES’’ after addition of the essential criteria’s notes.
- METHOD OF SELECTION OF THE SERVICE PROVIDER
The bidder selected will be the one whose qualified technical offer is financially appreciated as the lowest price.
- AWARD:
The contract shall be awarded to the bidder whose qualified technical proposal will financially be evaluated as the lowest price.
- TENDER VALIDITY
The bidders remain bound by their offers for a period of one hundred and ninety (90) days with effect from the date of opening of bids.
