Related to SUPPLY AND CONFIGURATION OF A BACKUP SERVER FOR MAXIMO’s PRIMARY SERVER

1. SUBJECT OF THE INVITATION TO TENDER:

The General Manager of SONARA (Contracting Authority), launches an Open National Invitation for Tender for supply and configuration of a backup server for the main MAXIMO’s server.

2. NATURE OF SERVICES:

The supplier selected at the end of this ongoing procedure will carry out the services listed below, in accordance with the technical specifications contained in the Supply Description (DF); These include, among other things:

• Provision of a compatible server and its accessories on the SONARA site at Limbe;
• Proposal for the target architecture;
• Installation of the operating system and redundancy and high availability software on the two (02) servers (the main server and the backup server);
• Writing of various test protocols;
• Commissioning and carrying out tests;
• Creation of a technical file;
• Preparation of a work report in two (02) copies on paper and in digital version.

3. EXECUTION DEADLINE:

The maximum time limit laid by the project owner for the supply of the seals, subject to the ongoing tender is one (01) month, as from the date of notification of the corresponding service order.

4. ALLOTMENT:

The contract is not allotted.

5. ESTIMATED COST:

The estimated cost of the operation following prior studies stands at CFAF 113.287.500 (one hundred and thirteen million two hundred eighty-seven thousand and five hundred francs) all taxes included.

6. PARTICIPATION AND ORIGIN:

Participation in this call for tenders is open to companies incorporated under Cameroonian law and/or established in Cameroon, with the skills and expertise required in this specific field.

7. FINANCING:

Services forming the subject of this invitation to tender shall be financed by the SONARA investment budget [II325-B07-0446].

8. PROVISIONNAL BID BOND:

Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see document nº 11 of the Tender File), of an amount of CFAF 1.900.000 (one million and nine hundred thousand francs) and valid for thirty (30) days beyond the original date of the validity of the offers.

9. CONSULTATION OF TENDER FILE:

The file may be consulted during working hours at the Contracts Division of the National Refining Company (SONARA), P.O. Box 365 Limbe, as soon as this notice is published.

10. ACQUISITION OF THE TENDER FILE:

The file may be obtained from the SONARA’s Contracts Division P.O Box 365 Limbe upon presentation of a receipt of payment of a non-refundable amount of CFAF 150.000 (one hundred and fifty thousand francs) at any BICEC branch using the following references:                BICEC

11. SUBMISSION OF BIDS:

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company (SONARA), P.O. Box 365 – Limbé latest on the 17^th/06/2025 at 10 a.m. local time, bearing the following label:

12. ADMISSIBILITY OF OFFERS:

Under penalty of rejection, the other documents in the administrative file required must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.

Any offer not in conformity with the requirements of the Tender Document will be declared inadmissible; this will be the case notably in the absence of a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº11).

13. OPENING OF BIDS:

The opening of bids will be done in two phases; the opening of the administrative and technical bids will take place initially and will be followed by the second phase which is the financial offers of the bidders who meet the minimum technical score required:

• The opening of administrative documents and technical offers will take place on the 17^th/06/2025 at 10:30 a.m. at the SONARA Company Restaurant in Limbé, by the Internal Tenders Board; only bidders may attend this opening session or be represented by a duly authorized person of their choice.
• The financial bids will take place at the end of the technical analysis and it will concern only tenderers with the minimum score of 70% of ‘’Yes’’ following addition of essential criteria’s notes.

14. EVALUATION CRITERIA:

14.1 Essential criteria

The examination of the essential criteria will consist of a verification of the conformity of the bidder’s offer with the requirements of the Supply Description (DF) and this, in accordance with the stipulations of the RPAO. Points to check will include:

• Presentation and consistency of the offer;
• References in carrying out similar services;
• Organization of the service provider’s team for the execution of the service;
• Commitments and guarantees.

14.2 Eliminatory criteria

• Incomplete administrative file;
• Failure to present an IBM certified engineer in the project team proposed in the bidder’s offer;
• Failure to obtain at least 70% of the “YES” answers after adding the scores for the essential criteria.

15. SELECTION METHOD OF OF THE SERVICE PROVIDER:

The service provider shall be the bidder whose selected technical offer is qualified financially as the lower price.

16. AWARD:

The contract shall be awarded to the bidder whose qualified technical offer is judged in compliance with the Tender file and financial offer considered as the lowest price.

17. VALIDITY OF OFFERS:

Bidders shall remain committed to their offers for three (03) months from the deadline set for the submission of tenders.
