1. SUBJECT OF THE INVITATION TO TENDER:

The General Manager of SONARA (Contracting Authority), issues a National Open Call for Tenders for the supply of two (02) hydraulically operated cannons type TIGER TCO 1022401022, series 1994/16010 for SONARA wharf nº2.

2. NATURE OF SERVICES:

The supplier selected at the end of this ongoing procedure must deliver two (02) hydraulically operated cannons type TIGER TCO 1022401022, series 1994/16010 to SONARA, as part of the operation of wharf nº2; the equipment offered must comply with the technical specifications defined in the Supply Description (DF).

3. EXECUTION DEADLINE:

The maximum time limit laid by the project owner for the supply of equipment subject of this tender is ten (10) months, as from the date of notification of the corresponding service order.

4. ALLOTMENT:

The contract is not allotted.

5. ESTIMATED COST:

The estimated cost of the operation following the preliminary studies is CFAF 70.357.500(seventy million three hundred fifty-seven thousand and five hundred francs) All taxes included.

6. PARTICIPATION AND ORIGIN:

Participation in this invitation to tender is open to all Cameroon-based companies with the required competence and expertise in the specific domain.

7. FINANCING:

Servicesforming thesubjectofthisinvitationto tender shall be financed by the SONARA investment budget[IL323-B06-3608].

8. PROVISIONNAL BID BOND:

Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond established by a first-class bank approved by the Ministry of Finance and listed in file nº11 of the Call for Tender (DAO), of an amount of FCFA 1.180.000(one million one hundred and eighty thousand francs) and valid for thirty (30) days beyond the original date of validity of the offers.

9. CONSULTATION OF TENDER FILE:

Thefilemaybeconsultedduringworkinghoursat the Contracts Division of the National Refining Company (SONARA) as soon as this notice is published.

10. ACQUISITION OF THE TENDER FILE:

11. SUBMISSION OF BIDS:

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company (SONARA),P.O. Box 365 – Limbe latest on the 26^th/09/2024 at 10 a.m. local time, bearing the following label:

12. ADMISSIBILITY OF OFFERS:

Under penalty of rejection, the other documents in the administrative file required must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.

Any offer not in conformity with the requirements of the Tender Document will be declared inadmissible; this will be the case notably in the absence of a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº11).

13. OPENING OF BIDS:

The opening of bids will be done in two phases; the opening of the administrative and technical bids will take place initially and will be followed by the second phase which is the financial offers of the bidders who meet the minimum technical score required.

• The opening of administrative documents and technical bids will take place on 26^th/09/2024 at 10:30 am at the Company restaurant in Limbe, by the SONARA’s Internal Tenders Board; only bidders may attend the opening session or be represented by a person of their choice duly authorized.
• The financial bids will take place at the end of the technical analysis and it will concern only tenderers with the minimum score of 70% of ‘’Yes’’ following addition of essential criteria’s notes.

14. EVALUATION CRITERIA:

14.1 Essential criteria

The examination of the essential criteria will consist in verifying the compliance of the bidder’s bid with the requirements of the Description of Supply (DF), in accordance with the provisions of the RPAO. The items to be checked will include:

–  Consistency of offer

–  Organization

–  Hardware specifications

–  Delivery time

–  References

14.2 Eliminatory criteria

• Incomplete administrative file;
• Specifications and information contained in the technical sheet of the cannons proposed by the bidder do not comply with those of the Supply Description (DF);
• Not having obtained at least 70% of the “‘YES”’ when adding the essential criteria scores;
• Incomplete or inadequately filled price grid.

15. SELECTION METHOD OF CONSULTANT:

The consultant selected shall be the bidder whose technical selected offer is qualified financially as the lower price.

16. AWARD OF THE CONTRACT:

The contract shall be awarded to the bidder whose qualified technical offer is judged in compliance with the Tender file and financial offer considered as the lowest price.

17. VALIDITY OF OFFERS:

Bidders shall remain committed to their offers for three (03) months from the deadline set for the submission of tenders.
