OPEN INTERNATIONAL INVITATION TO TENDER N° 005.25 / OIIT / SONARA / CIPM / 2025 OF 18^th/03/2025

RELATED TO REHABILITATION OF STREET H PREMIXING STATION

1. PURPOSE OF THE CALL FOR TENDER:

The General Manager of SONARA launches an Open International Invitation to Tender for the rehabilitation of Street H premixing station.

2. CONSISTENCE OF SERVICES:

The service provider selected at the end of this procedure will be responsible for distinctly ensuring:

• The studies, supply and installation of two (02) emulsifier pumps, one of which is driven by an electric motor and the other by a diesel engine;
• The studies, supply and installation work of the station’s various piping networks:
• Studies, supply and modification work on the base of the new reinforced concrete pump skid;
• Studies, supply and rehabilitation work on the station hangar;
• Precommissioning and commissioning of the station;
• Commissioning of installations;
• User training (operation and maintenance).

The consistency of these services is detailed in the Specifications of Special Technical Clauses (CCTP) attached to this call for tenders file (DAO).

3. EXECUTION DEADLINE:

The maximum time limit laid by the Project Owner for the realization of the services subject to this call for tenders is four (04) months from the date of notification of the corresponding service order, to carry out the job.

4. NUMBER OF LOTS: 

This contract is not allotted.

5. ESTIMATED COST:

The estimated cost of this operation is CFAF 303.414.930 (three hundred and three million, four hundred and fourteen thousand, nine hundred and thirty francs) all taxes inclusive.

6. PARTICIPATION AND ORIGIN:

Participation to this ongoing invitation to tender is open to all Cameroon-based companies with the required competence, expertise and experience in this specific domain.

7. FUNDING:

The services subject of this invitation to tender are financed by SONARA investment budget [IS322-C06-3238].

8. PROVISIONAL BOND:

To avoid rejection, each bidder must include in his administrative documents, a bid bond drawn up and signed by a bank or a first-class financial institution registered by the ministry in charge of finance and which figures on document N°12 of the ITT, of an amount of CFAF 5.088.720 (five million eighty-eight thousand seven hundred and twenty francs) and valid for 30 days, beyond the original date of validity of the offers.

9. CONSULTATION OF THE TENDER FILE:

As soon as this notice is published, the file may be consulted during working hours at SONARA P.O. Box 365 Limbe (General Management / Contracts Division).

10. ACQUISITION OF THE TENDER FILE:

Once the tender notice is made known, tender documents can be obtained at the Contracts Division of the National Refining Company Ltd – P.O. Box 365 Limbe, upon presentation of a receipt of payment of a non-refundable amount of CFAF 200.000 (two hundred thousand francs) at BICEC, using the following references:

11. SUBMISSION OF BIDS:

Bids written in French or in English, will be drawn up in six (6) copies, including one (1) original and five (5) copies respectively marked as such. All must be must be deposited at the Contracts Department of the National Refining Company (SONARA) P.O. 365 Limbe – Cameroon, Tel: (+237)233.42.38.15 or 233.33.22.38 / Fax: (+237)233.42.41.99 or 233.33. 10.35 p.m., against discharge in the dedicated register no later than 30^th/04/2025 at 10:00 a.m., local time and must bear the following mention:

12. ADMISSIBILITY BIDS:

Under pain of rejection, the other administrative documents required must either be original, or the true copies certified by the issuing service or an administrative authority, in accordance with the stipulations of the special rules and regulations of the invitation to tender.

They must obligatorily be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing of the invitation to tender.

Any incomplete bid which does not conform to the prescriptions of this invitation to tender shall be declared inadmissible. Such as the absence of a bid bond issued by a first-class bank registered by the Ministry in charge of finance.

13. OPENING OF TENDER ENVELOPES:

The opening of tenders shall be done on two phases; the opening of administrative and technical documents will take place on phase one and shall be followed by that of financial proposals of bidders having obtained the required minimum technical score:

• The opening of administrative documents and technical proposals shall take place on the 30^th/04/2025 at 10:30 am in the SONARA restaurant in Limbe, and would be done by the SONARA Internal Tenders Board (CIPM); only bidders or their duly mandated representative having full knowledge of the file can attend the tender’s opening session.
• The opening of financial bids will take place at the end of technical analysis and will solely concern bidders who would have obtained a minimum score of 70% of ‘’YES’’ and not disqualified by at least one of the eliminatory criteria.

14. REQUIREMENTS FOR SELECTING ENTERPRISES:

The criteria for the selection of tenderers are as follows:

14.1. Essential criteria

The examination of the essential criteria will consist of a verification of the conformity of the bid with the requirements of the Special Technical Clauses Book (CCTP) and this, in accordance with the stipulations of the RPAO. The points to be checked will relate to:

• Presentation of the offer,
• Personnel qualification,
• Site organization and quality,
• Methodology and scheduling.

14.2. Eliminatory criteria

• Incomplete administrative file,
• The bidder does not have at least two (02) references in carrying out mechanical work in an oil refinery or petrochemical plant [attach a copy of the 1^st and last page of the contracts/orders and the acceptance report / corresponding provisional or final acceptance sheets],
• Incomplete or incorrectly informed price list,
• Failure to obtained at least 70% of the “YES” after adding the scores for the essential criteria.

15. METHOD OF SELECTION OF THE SERVICE PROVIDER:

The selected Service Provider will be the one whose previously qualified technical offer will be evaluated as being financially the lowest.

16. AWARD:

For each of the lots of this invitation to tender, the Contract will be awarded to the bidder whose qualified technical offer will be financially evaluated as being the lowest.

17. TENDER VALIDITY:

Bidders shall be bound by their offers for a period of three (03) months with effect from the deadline of submission of the tender documents.
