OPEN NATIONAL INVITATION TO TENDER N° 025.24 / ONIT / SONARA / CIPM / 2024 OF 22^nd/10/2024

RELATED TO REHABILITATION WORKS OF THE SONARA CAP LIMBOH SPORTS COMPLEX

1. PURPOSE OF THE CALL FOR TENDER:

The General Manager of SONARA launches an Open National Invitation to Tender for the rehabilitation works of the SONARA Cap Limboh sports complex.

2. CONSISTENCE OF SERVICES:

The service provider selected at the end of this ongoing procedure will be responsible for carrying out the following services, the consistency of which is detailed in the Specifications of Special Technical Clauses (CCTP); that concern:

• Removal of existing installations ;
• Renovation of the playing area;
• Applying paint to the floor and tracing;
• Repair of the wire fence;
• Sanitation;
• Supply and installation of equipment.

3. EXECUTION DEADLINE:

The maximum time limit laid by the Project Owner for the realization of the services subject to this call for tenders is six (06) months from the date of notification of the corresponding Service Order.

4. NUMBER OF LOTS: 

This contract is not allotted. 

5. ESTIMATED COST:

The estimated cost of this operation is CFAF 69.292.359 (sixty-nine million, two hundred and ninety-two thousand, three hundred and fifty-nine francs)all taxes inclusive.

6. PARTICIPATION AND ORIGIN:

Participation to this ongoing invitation to tender is open to all Cameroon-based companies with the required competence, expertise and experience in this specific domain.

7. FUNDING:

The services subject of this invitation to tender are financed by SONARA investment budget [ID123-A07-2507].

8. PROVISIONAL BOND:

Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond established by a banking establishment or a financial organization authorized to issue bonds within the framework of public contracts in Cameroon (see file nº12), of an amount of CFAF 1.162.136 (one million one hundred and sixty-two thousand one hundred and thirty-sixfrancs) and valid for thirty (30) days beyond the original date of validity of the offers.

9. CONSULTATION OF THE TENDER FILE:

The file can be consulted at SONARA premises, P.O. Box 365 Limbé (General Management / Contracts Division) during working hours upon publication of this Invitation to Tender Notice).

10. ACQUISITION OF THE TENDER FILE:

Once the tender notice is made known, tender documents can be obtained at the Contracts Division of the National Refining Company Ltd – P.O. Box 365 Limbé, upon presentation of a receipt of payment of a non-refundable amount of CFAF 70.000(seventy thousand francs) at BICEC, using the following references:

11. SUBMISSION OF BIDS:

Bids written in French or in English, will be drawn up in six (6) copies, including one (1) original and five (5) copies respectively marked as such. All must be must be deposited at the Contracts Department of the National Refining Company (SONARA) P.O. 365 Limbe – Cameroon, Tel: (+237)233.42.38.15 or 233.33.22.38 / Fax: (+237)233.42.41.99 or 233.33. 10.35 p.m., against discharge in the dedicated register no later than 27^th/11/2024 at 10:00 a.m., local time and must bear the following mention:

12. ADMISSIBILITY BIDS:

Under penalty of rejection, the other documents in the administrative file required must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.

Any offer not in conformity with the requirements of the Tender Document will be declared inadmissible; this will be the case notably in the absence of a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº12).

13. OPENING OF TENDER ENVELOPES:

The opening of tenders shall be done on two phases; the opening of administrative and technical documents will take place on phase one and shall be followed by that of financial proposals of bidders having obtained the required minimum technical score:

• The opening of administrative documents and technical proposals shall take place on the 27^th/11/2024 at 10:30 am in the SONARA restaurant in Limbé, and would be done by the SONARA Internal Tenders Board (CIPM); only bidders or their duly mandated representative having full knowledge of the file can attend the tender’s opening session.
• The opening of financial bids will take place at the end of technical analysis and will solely concern bidders who would have obtained a minimum score of 70% of ‘’YES’’ and not disqualified by at least one of the eliminatory criteria.

14. REQUIREMENTS FOR SELECTING ENTERPRISES:

The criteria for the selection of tenderers are as follows:

14.1. Essential criteria

The examination of the essential criteria will consist of a verification of the conformity of the bid with the requirements of the Special Technical Clauses Book (CCTP) and this, in accordance with the stipulations of the RPAO. The points to becheckedwill relate to:

• Presentation and consistency of the offer,
• Methodology and proposed technical solutions,
• Organization / Human resources / Qualification,
• Materialresources,
• Safety and Environment.

14.2. Eliminatorycriteria

• Incomplete administrative file,
• The bidder’s technical file does not contain the sworn letter of commitment to carry out the work within the prescribed deadlines and sequencing (see model to be subscribed attached in the CCTP),
• The bidder does not have references (at least 03) in carrying out open concrete infrastructure works (play areas, parking, concrete areas, etc.) [attach a copy of the 1^st and last page of the contracts/orders and the acceptance report / corresponding provisional or final acceptance sheets],
• Failure to obtained at least 70% of the “YES” after adding the scores for the essential criteria.

15. METHOD OF SELECTION OF THE SERVICE PROVIDER:

The selected Service Provider will be the one whose previously qualified technical offer will be evaluated as being financially the lowest.

16. AWARD:

For each of the lots of this invitation to tender, the Contract will be awarded to the bidder whose qualified technical offer will be financially evaluated as being the lowest.

17. TENDER VALIDITY:

Bidders shall be bound by their offers for a period of three (03) months with effect from the deadline of submission of the tender documents.
