FOR THE UPKEEP OF GREEN SPACE OF THE REFINERY AREA AND CAPE LIMBOH RESIDENTIAL QUARTER

- PURPOSE OF THE CALL FOR TENDER
The General Manager of SONARA launches an Open National Invitation to tender to ensure the upkeep of green space of the refinery area and Cape Limboh residential quarter.
- CONSISTENCE OF SERVICE
The bidder retained at the end of this selection procedure will be responsible for a duration of three years, for the upkeep of green space of the refinery area and Cape Limboh residential quarter, in accordance with the outlined terms of reference and following the descriptions of the following services:
- Surfaces with or without grass:
· Mowing of the grassed areas (mechanical, manual, chemical or all three combined) must be systematically done with the obligation of result (height of the mowing: 2 cm maximum). The service provider must ensure the permanent cleanliness of all the installations in his care.· Weed control of non-grassed green areas and from the edge of grassed areas, with results required (any non-grassed area where the height of grasses is greater than 5 cm will be considered non-compliant)· Weed removal in grassed areas.· Raking, collecting and disposal of mowing and cutting waste.· Watering the lawn around each building over a fifty (50) meter radius in the dry season.· The clearing of grasses and the cutting of shrubs between the fence of the shipyard (Chantier naval) and that of SONARA· Plants and other waste will be evacuated by the contractor to a public landfill approved in accordance with the Cameroonian regulations and a copy of which should be forwarded to SONARA.· Chemical treatment of the walkway outside the customs fence and that of the workshops and warehouses made available to FOSTER over a width of 05 meters
- Trees / Shrubs and Hedges:
It includes:· Pruning of trees and shrubs in the areas of the green areas concerned· The size of shrubs and hedges planted in grassed areas or not and included in the areas defined above. Maximum height of hedges: 1 meter.· Staking of shrubs and hedges· Collection and disposal of cutting and pruning waste from trees, shrubs and flowers to an approved landfill and in accordance with the Cameroonian regulations in force.
- Gutters / Streets and Common Areas of the Non-Customs Zone:
· This has to do with the:· Cleaning and sweeping away all trash from the gutters (non-customs area), regardless of whether they are plants, rags, cans, bottles, planks, stones or wastes of any kind, without the list being exhaustive.· Cleaning and sweeping of streets and public areas: streets, driveways, parking lots, sidewalks and barbicans.
- EXECUTION DEADLINE
The maximum time limit laid by the project owner for the realization of services, subject of this tender is: Thirty-six (36) months divided into three (03) periods as follows, as from the date of notification of the corresponding service order:
- Unconditionnal Tranche: twelve (12) months
- First conditional phase: twelve (12) months
- Second conditional phase: twelve (12) months
- NUMBER OF LOTS
The services that make up this project are in two lots, split as follows:
- Lot n°1: Refinery area and GENOYER warehouse
- Lot n°2: Cape Limboh residential quarter
- ESTIMATED COST
The provisional cost of the operation for the two lots after earlier studies is CFAF 240.110.409 (two hundred and forty million, one hundred and ten thousand, four hundred and nine francs) all taxes included, that is:
- Lot n°1: 150.255.000 CFAF (one hundred and fifty million, two hundred and fifty-five thousand francs) all taxes included.
- Lot n°2: 89.855.409 CFAF (eighty-nine million, eight hundred and fifty-five thousand, four hundred and nine francs) all taxes included.
- PARTICIPATION AND ORIGIN
Participation shall be open to all Cameroon-based companies with the required competence, expertise and experience in this specific domain.
- FUNDING
This contract shall be financed by the SONARA budget (ED220-X05-0203 and ED120- X05-0078)
- ELIGIBILITY OF OFFERS
Each bidder must include with his administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Item 11 of the tender document, of an amount of:
Lot n°1: CFAF 2.520.000 (two million five hundred and twenty thousand francs)
Lot n°2: CFAF 1.507.009 (one million five hundred seven thousand and nine francs)
valid for thirty (30) days beyond the original date of validity of the offers.
Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.
Any offer not in conformity with the requirements of this notice and tender file will be declared inadmissible. Notably the absence of a bid bond issued by a first class bank approved with the Ministry of Finance, or failure to respect the models of documents of tender file will result in rejection of the offer.
- CONSULTATION OF THE TENDER FILE
Upon publication of this notice, the tender file may be consulted during working hours at SONARA, P.O. Box 365 LIMBE (GENERAL MANAGEMENT / CONTRACTS DIVISION).
- ACQUISITION OF THE TENDER FILE
Once the tender notice is made known, tender documents can be obtained at the Contracts Division of SONARA-PO Box 365 Limbe, upon presentation of a receipt of payment of a non-refundable amount of CFAF 150.000 (one hundred and fifty thousand francs) payable to BICEC under the following references:

- SUBMISSION OF BIDS
Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the NATIONAL REFINING COMPANY Ltd (SONARA, P.O.BOX 365 – LIMBE, latest on the 7th/05//2020 at 10 a.m. local time, bearing the following label:

- OPENING OF TENDER ENVELOPES
The opening of bids will be done in two stages; the opening of the administrative and technical bids will take place initially and will be followed by the second phase which is the financial offers of the bidders who meet the minimum technical score required.
The opening of administrative documents and technical bids will take place on 7th/05/2020 at 10:30 am at the Company restaurant SONARA in Limbe, by the SONARA’s Internal Tenders Board.
Only bidders may attend the opening session or be represented by a person of their choice duly authorized.
The financial bids will take place at the end of the technical analysis and it will concern only tenderers with the minimum score of 70 points out of 100.
- REQUIREMENTS FOR SELECTING ENTERPRISES [applicable for both (02) lots]
14.1. ESSENTIAL CRITERIA
The examination of the essential criteria will consist of a verification of the conformity of bidders’ files with respect to the requirements of the Terms of References (ToR) in accordance with the stipulations of RPAO. The checklist will be on:

14.2. ELIMINATORY CRITERIA
- Incomplete administrative file
- Absence of references (at least two) in the domain of maintenance of green space(attach copy of the first and the last page of contract, purchase order with a total deadline execution equal or more than 24 months with final or temporary job delivery report)
- Failure to obtain at least 70 on a score of 100 points after addition of the essential criteria
- METHOD OF SELECTION OF THE SERVICE PROVIDER
The Provider will be selected according to a formula combining quality and price.
- AWARD :
The Contract will be awarded to the bidder whose qualified technical offer will be evaluated as the best bid on the basis of formula NG = 0.7 NT + 0.3 NF.
- TENDER VALIDITY
The bidders remain bound by their offers for a period of three (03) months with effect from the date of opening of bids.
