Related to THE SUPPLY OF FIVE (05) NEW BUSES FOR TRANSPORTING SONARA EMPLOYEES

1. SUBJECT OF THE INVITATION TO TENDER:

The General Manager of SONARA (Contracting Authority), launches a restricted international call for tenders relating to the supply of five (05) new buses for transporting SONARA employees.

2. SCOPE OF SUPPLY:

Upon completion of this ongoing procedure, the Contracting Party undertakes to deliver five (05) new MITSUBISHI FUSO ROSA buses (Model BE637JLMSH) intended for the transport of SONARA employees, in compliance with the technical specifications set out in the Supply Description (DF).

It is understood as stipulated in the fourth point of Section 6 of the Call for Expressions of Interest (AMI) nº011.26/AMI/SONARA/2026 dated 17^th/03/2026, that the Contracting Party shall pre-finance the acquisition and delivery of the five (05) new transport buses, subject to reimbursement or payment of the corresponding invoices by SONARA over a period of six (06) to twelve (12) months.

3. DELIVERY TIME:

The maximum timeframe stipulated by the Contracting Authority for the delivery of the supplies covered by this call for tenders is three (03) months from the date of notification of the corresponding service order.

4. ALLOTMENT:

The contract is not allotted.

5. ESTIMATED COST:

The estimated cost of the project, following the preliminary studies, is CFAF 399.487.500 (three hundred and ninety-nine million four hundred and eighty-seven thousand five hundred francs) inclusive of all taxes.

6. PARTICIPATION AND ORIGIN:

Pursuant to Articles 57 and 58 of Decree nº2018/355 of 12^th/06/2018, laying down common rules applicable to public companies contracts, read in conjunction with Resolution nº02/CA/2018 of the SONARA Board of Directors adopting the procedures for awarding SONARA contracts, participation in this call for tenders is restricted to the company named Ets BECKLINE AND SONS [P.O. Box 19110 Yaoundé / Tel: 693.65.95.55 / 670.71.64.91], which was selected following the call for expressions of interest nº011.26/AMI/SONARA/2026 of 17^th/03/2026.

7. FINANCEMENT:

The supplies covered by this call for tenders are financed by SONARA’s investment budget (ID122-C01-3546).

8. PROVISIONAL GUARANTEE:

Under penalty of rejection, the bidder must attach to their administrative documents a bid bond issued by a bank or a financial institution authorized to issue such bonds for public contracts in Cameroon (see Document 11 of the Tender file), of an amount of CFAF 64.487.5000 (sixty-four million four hundred and eighty-seven thousand, five hundred francs), valid for thirty (30) days beyond the original bid validity date.

9. CONSULTATION OF THE TENDER FILE:

The file may be consulted during working hours at SONARA (P.O. Box 365, Limbe; General Management/Contracts Department), as soon as this notice is published.

10. ACQUISITION OF THE TENDER FILE:

The file may be obtained from the SONARA’s Contracts Department P.O. Box 365 Limbe, upon presentation of a receipt of payment of a non-refundable amount of CFAF 200.000 (two hundred thousand francs) at any BICEC branch using the following references:                   BICEC

11. SUBMISSION OF BIDS:

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Secretariat of the General Manager of the National Refining Company (SONARA), P.O. Box 365, Limbe, Cameroon; Tel.: 233.42.38.15 or 233.33.22.38 / Fax: 233.42.41.99 or 233.33.22.35. They must be submitted against a signed receipt in the designated register no later than 15^th/10/2026 at 10:00 a.m. (local time), bearing the following label:

12. ADMISSIBILITY OF BIDS:

Under penalty of rejection, the other required administrative documents must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must be dated no earlier than three (03) months prior to the original bid submission date or have been issued after the date the Call for Tenders Notice was signed.

Any bid that is incomplete according to the requirements of the Tender file will be declared inadmissible; this applies in particular if the bid bond issued by a bank or financial institution authorized to issue such bonds for public contracts in Cameroon (see file nº11) is missing.

13. OPENING OF BIDS:

The opening of bids will be done in two stages; the administrative and technical bids will be opened first, followed by the financial bids of those bidders who have achieved the minimum required technical score:

• The opening of administrative documents and technical bids will take place on 15^th/10/2026 at 10:30 am at the SONARA Staff Canteen in Limbe, conducted by the Internal Procurement Commission (CIPM); only bidders may attend this opening session or be represented by a duly authorized person of their choice.
• The opening of the financial bids will take place following the technical analysis and will involve only those bidders who have obtained the minimum score of 70% of ‘’Yes’’ following addition of essential criteria’s notes.

14. EVALUATION CRITERIA:

12.1. Essential criteria

The assessment of essential criteria will consist of verifying the conformity of the bidder’s offer with the requirements of the Supply Specifications (DF), in accordance with the provisions of the special requirements of the tender document (RPAO); the points to be verified will cover:

–  The presentation of the offer;

–  The technical specifications of the proposed buses.

12.2. Eliminatory criteria

• Incomplete administrative file ;
• Failure to obtain at least 70% of “YES” after addition of essential criteria’s notes.

15. SUPPLIER SELECTION METHOD:

The selected supplier will be the one whose pre-qualified technical proposal is evaluated lowest-priced.

16. CONTRACT AWARD:

The contract will be awarded to the bidder whose qualified technical offer is evaluated financially as the lowest price.

17. VALIDITY PERIOD OF OFFERS:

Bidders remain bound by their offers for three (3) months from the deadline set for the submission of offers.
