RELATED TO HOUSEHOLD WASTE COLLECTION IN RESIDENTIAL QUARTERS AND AT THE SONARA REFINERY.

- PURPOSE OF THE CALL FOR TENDER
The General Manager of the National Refining Company (SONARA), Contracting Authority, launches an Open National Invitation to tender related to household waste collection in residential quarters and at the SONARA refinery.
- CONSISTENCE OF SERVICE
From a technical standpoint, and in accordance with the detailed specifications set out in the Terms of Reference (ToR), the services to be provided by the potential Contractor, including their frequency and working hours, are as follows:
- Monthly supply of 6.450 trash bags (biodegradable plastic), each with a 200-liter capacity;
- Collection of household waste bins daily before 10:00 a.m;
- Cleaning of the site after each collection;
- Transport of household waste to an authorized public landfill.
- EXECUTION DEADLINE
The maximum time limit laid by the project owner for the realization of services, subject of this tender is twelve (12) months, as from the date of notification of the corresponding Service Ordre.
- ALLOTMENT
The contract is not allotted.
- ESTIMATED COST
The provisional cost of the operation after earlier studies is CFAF 21.732.120 (twenty-one million seven hundred and thirty-two thousand one hundred and twenty francs) all taxes included.
- PARTICIPATION AND ORIGIN
Participation shall be open to all Cameroon-based companies.
- FUNDING
This contract shall be financed by the SONARA maintenance budget (ED226-X05-0197).
- PROVISIONAL BOND
Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond established by a banking establishment or a financial organization authorized to issue bonds within the framework of public contracts in Cameroon (see file nº11), of an amount of CFAF 364.480 (three hundred and sixty-four thousand four hundred and eighty francs) and valid for 30 days, beyond the original date of validity of the offers.
- CONSULTATION OF THE TENDER FILE
Upon publication of this notice, the tender file may be consulted during working hours at SONARA, P.O. Box 365 Limbe (General Management / Contracts Division).
- ACQUISITION OF THE TENDER FILE
Once the tender notice is made known, tender documents can be obtained at the Contracts Division of SONARA-P.O. Box 365 Limbe, upon presentation of a receipt of payment of a non-refundable amount of CFAF 40.000 (fourty thousand) payable to BICEC under the following references: BICEC

- SUBMISSION OF BIDS
Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. BOX 365 – Limbe, latest on the 19th/08/2026 at 10 a.m. local time, bearing the following label:

- ADMISSIBILITY OFFERS
Under penalty of rejection, the other documents in the administrative file required must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.
They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.
Any offer not in conformity with the requirements of the Tender Document will be declared inadmissible; this will be the case notably in the absence of a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº11).
- OPENING OF TENDER ENVELOPES
The opening of tenders shall be done on two phases; the opening of administrative and technical documents will take place on phase one and shall be followed by that of financial proposals of bidders having obtained the required minimum technical score:
- The opening of administrative documents and technical proposals shall take place on the 19th/08/2026 at 10:30 am in the company restaurant in Limbe, and would be done by the SONARA Internal Tenders Board (CIPM); only bidders or their duly mandated representative having full knowledge of the file can attend the tenders opening session.
- The opening of financial bids will take place at the end of technical analysis and will solely concern bidders who would have obtained a minimum score of 70 points out of a total of 100.
- REQUIREMENTS FOR SELECTING ENTERPRISES
14.1. Essential criteria
The examination of the essential criteria will consist of a verification of the conformity of bidders’ files with respect to the requirements of the Terms of References (ToR) in accordance with the stipulations of RPAO. The checklist will be on:

14.2. Eliminatory criteria
- Incomplete administrative file;
- Lack of references [at least two (02) contracts with a cumulative execution period of ≥ 12 months] in the field of waste removal (attach copies of the contracts/purchase orders and corresponding acceptance reports);
- The bidder does not hold a valid environmental permit issued by MINEPDED for the removal of non-hazardous waste;
- Failure to obtain at least 70 out of 100 points after adding the scores for the essential criteria
- METHOD OF SELECTION OF THE SERVICE PROVIDER
The Provider will be selected according to a formula combining quality and price.
- AWARD
The Contract will be awarded to the bidder whose qualified technical offer will be evaluated as the best bid on the basis of formula GN = 0.7TN + 0.3FN.
- TENDER VALIDITY
The bidders remain bound by their offers for a period of three (03) months with effect from the date of opening of bids.
