1. SUBJECT OF THE INVITATION TO TENDER:

The General Manager of the National Refining Company (Contracting Authority), launches a National Open Call for Tenders for the supply of a hundred and five (105) desktop computers, ten (10) laptop and forty-four (44) printers.

2. NATURE OF SERVICES:

The Supplier selected at the end of this procedure must make available to SONARA a batch of IT equipment consisting generally of :

• One hundred and five (105) desktop computers;
• Ten (10) laptops;
• Forty-four (44) printers.

The above-mentioned furniture must imperatively comply, both descriptively, qualitatively and quantitatively, with the technical characteristics contained in the Supply Description (DF).

3. EXECUTION DEADLINE:

The maximum period provided by the Project Owner for the delivery of the supplies covered by this call for tenders is two(02) months from the date of notification of the corresponding service order.

4. ALLOTMENT:

The contract is not allotted.

5. ESTIMATED COST:

The estimated cost of the operation following preliminary studies is CFAF 208.687.500 (two hundred and eight million, six hundred eighty-seven thousand and five hundred francs) All Taxes Included.

6. PARTICIPATION AND ORIGIN:

Participation in this invitation to tender is open to all Cameroon-based companies with the required competence and expertise in the specific domain.

7. FINANCING:

Services forming the subject of this invitation to tender shall be financed by the SONARA investment Budget[II322-B06-3358].

8. PROVISIONNAL BID BOND:

Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see document nº 11 of the Tender File), of an amount ofCFAF 3.500.000 (three million and five hundred thousand francs) valid for thirty (30) days beyond the original date of validity of the offers.

9. CONSULTATION OF TENDER FILE:

The file can be consulted during working hours upon publication of this notice, at SONARA P.O. Box 365 Limbé (General Management/Contracts Department).

10. ACQUISITION OF THE TENDER FILE:

11. SUBMISSION OF BIDS:

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company (SONARA),P.O. Box 365 – Limbé latest on the 18^th/12/2024 at 10 a.m. local time, bearing the following label:

12. ADMISSIBILITY OF OFFERS:

Under penalty of rejection, the other documents in the administrative file required must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.

Any offer not in conformity with the requirements of the Tender Document will be declared inadmissible; this will be the case notably in the absence of a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº11).

13. OPENING OF BIDS:

The opening of offers will be done in two stages; the opening of administrative and technical offers will take place initially, followed in a second stage by that of financial offers from bidders having obtained the minimum technical score required:

 The opening of administrative documents and technical offers will take place on 18^th/12/2024 at 10:30 a.m. at the SONARA Company Restaurant in Limbé, by the Internal Tenders Board; only bidders may attend this opening session or be represented by a duly authorized person of their choice.

 That of the financial offers will take place at the end of the technical analysis and will only concern bidders having obtained at least 70% of the “YES” after adding the scores of the essential criteria’s notes.

14. EVALUATION CRITERIA:

14.1 Essential criteria

The examination of the essential criteria will consist of a verification of the conformity of the bidder’s offer with the requirements of the Supply Description (DF) and this, in accordance with the stipulations of the special regulation of the call for tenders (RPAO). Points to check will include:

– Origin of computer hardware and company;

– Technical characteristics and offer;

– Quantity of the requested material;

– Availability and delivery time.

14.2 Eliminatory criteria

• Incomplete administrative file ;
• Failure to obtain at least 70% of ‘’YES’’ after addition of the essential criteria’s notes.

15. SELECTION METHOD OF CONSULTANT:

The consultant selected shall be the bidder whose technical selected offer is qualified financially as the lower price.

16. AWARD:

The contract shall be awarded to the bidder whose qualified technical offer is judged in compliance with the Tender file and financial offer considered as the lowest price.

17. VALIDITY OF OFFERS:

Bidders shall remain committed to their offers for three (03) monthsfrom the deadline set for the submission of tenders.
