RELATED TO THE INSTALLATION OF A FIRE START DETECTION AND AUTOMATIC EXTINGUISHING SYSTEM ON THE A14 STORAGE TANK.

1. PURPOSE OF THE CALL FOR TENDER

The General Manager of the National Refining Company Ltd, Contracting Authority, launches an Open National Invitation to Tender related to the installation of a fire start detection and automatic extinguishing system on the A14 storage tank.

2. CONSISTENCE OF SERVICES

The A14 storage tank with a total volume of 72.500m³, initially intended for crude oil storage, was recently reclassified as a commercial gasoline storage tank through the SONARA capacity optimization project.

Following this reconversion and following the risk analyzes on the one hand, and taking into account the large volume of super which will be stored there on the other hand, it is necessary to install an automatic detection and extinction system in case of the start of a fire around the joint of the floating roof of the said tank A14.

The above-mentioned system, consisting of detectors as well as a device using the inert gas CF₃l (trifluoroiodomethane) to replace the now banned halon gas, will automatically inhibit any outbreak of fire on a section or on the entire joint of the floating roof, thus avoiding any propagation of flame likely to damage the hydrocarbons stored within, including the tank itself.

3. EXECUTION DEADLINE

The maximum time limit provided by the Project Owner for carrying out the services covered by this call for tenders is four (04) months.

4. NUMBER OF LOTS 

This contract is not allotted.

5. ESTIMATED COST

The estimated cost of the operation following preliminary studies is FCFA 250.425.000 (two hundred and fifty million, four hundred and twenty-five thousand) all taxes included.

6. PARTICIPATION AND ORIGIN

Participation in this call for tenders is open to companies governed by Cameroonian law or established in Cameroon, and operating in this specific field.

7. FUNDING

The services subject to this call for tenders are financed by the SONARA investment budget (IP322-C06-3557).

8. ELIGIBILITY OF OFFERS

To avoid rejection, each bidder must include in his administrative documents, a bid bond drawn up and signed by a bank or a first-class financial institution registered by the ministry in charge of finance and which figures on document N°12 of the ITT, of an amount of CFAF 4.200.000 (four million two hundred thousand francs) and valid for 30 days, beyond the original date of validity of the offers.

9. CONSULTATION OF THE TENDER FILE

The file can be consulted at SONARA premises, P.O. Box 365 Limbe (General Management / Contracts Division) during working hours upon publication of this Invitation to Tender Notice.

10. ACQUISITION OF THE TENDER FILE

The Bidding Documents can be obtained upon publication of this notice at the SONARA Contracts Division P.O. Box 365 Limbé, against presentation of the receipt of payment of a sum of CFAF 150.000 (one hundred and fifty thousand francs) payable to BICEC under the following references:

11. SUBMISSION OF BIDS

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. Box 365 – Limbe, latest on the 7^th/05/2024 at 10 a.m. local time, bearing the following label:

12. ADMISSIBILITY OFFERS

Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.

They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.

Any offer not in conformity with the requirements of this notice and tender file will be declared inadmissible. Notably the absence of a bid bond issued by a first-class bank approved with the Ministry of Finance, or failure to respect the models of documents of tender file will result in rejection of the offer.

13. OPENING OF TENDER ENVELOPES

The opening of tenders will be done in two stages; the opening of administrative and technical bids will take place first, followed in a second step by that of financial bids from bidders who have obtained the minimum technical score required.

• The opening of administrative documents and technical offers will take place on 7^th/05/2024 at 10:30 am at the SONARA Company Restaurant in Limbe, by the Internal Procurement Commission; only bidders may attend this opening session or be represented by a duly authorized person of their choice.
• That of financial bids will take place at the end of the technical analysis and will only concern bidders who have obtained at least 70% of “YES” after addition of the essential criteria’s notes.

14. REQUIREMENTS FOR SELECTING ENTERPRISES

The criteria for the selection of tenderers are as follows:

14.1. Essential criteria

The examination of the essential criteria will consist in verifying the conformity of the tenderer’s offer with the requirements of the Special Technical Clauses (CCTP) and this, in accordance with the stipulations of the Special regulations of the Invitation to tender (RPAO). The points to be checked will relate to:

• The consistency of the offer
• The performance of the bidder in carrying out similar projects
• The skills of the proposed experts
• The general forecast planning
• The bidder’s internal system in terms of quality and safety.

14.2. Eliminatory criteria

• Incomplete administrative file;
• The proposed detection and automatic extinguishing system for the start of a fire does not consist of detectors as well as a device using the inert gas CF₃l (trifluoroiodomethane);
• The bidder has not presented a letter of representation / marketing authorization, issued by the manufacturer of the proposed detection and extinguishing system;
• Failure to obtaine at least 70% of ‘’YES’’ after addittion of the essential criteria’s notes;
• Incomplete or poorly informed price distribution grid (cf. BPU and DEQ).

15. METHOD OF SELECTION OF THE SERVICE PROVIDER

The bidder selected will be the one whose qualified technical offer is financially appreciated as the lowest price.

16. AWARD:

The contract shall be awarded to the bidder whose qualified technical proposal will financially be evaluated as the lowest price

17. TENDER VALIDITY

The bidders remain bound by their offers for a period of ninety (90) days with effect from the date of opening of bids.
