Related to UPKEEP OF GREEN SPACES FOR SECTOR 2 OF THE BOTA RESIDENTIAL QUARTER

- PURPOSE OF THE CALL FOR TENDER
The General Manager of SONARA, Contracting Authority, launches an Open National Invitation to tender related to upkeep of green spaces for sector 2 of the Bota residential quarter.
- CONSISTENCE OF SERVICE
On a technical level and in accordance with the description of the Terms of Reference, SONARA’s expectations with regard to the potential Co-contractor are as follows:
(A) Grassed or non-grassed surfaces
The expected services include, among others:
- Mechanical or manual mowing of grassy areas,
- Weeding from the edge of grassy areas, non-grassed green spaces,
- Pulling out weeds in grassy areas,
- Raking, collection and disposal of mowing and grass cutting waste,
- Watering the lawn throughout zone 4 and the football stadium,
- The spraying of fertilizers, insecticides and fungicides on green grassy spaces (the chemicals used must be approved by the environmental control, hygiene and health services of SONARA on the one hand, and above all approved by the Chamber of Agriculture and the Ministry of Health of Cameroon on the other hand),
- Disposal of plants and other waste to an approved public landfill.
(B) Trees, shrubs and hedges
These include, among other things:
- Pruning of trees and shrubs located in the areas of green spaces concerned,
- The size of shrubs and hedges planted in grassed or non-grassed areas,
- Staking of shrubs and hedges,
- Treatment of hedges by spreading fertilizers, spraying insecticides and fungicides, if necessary,
- Collection and disposal of cutting and pruning waste from trees, shrubs and flowers to an approved public landfill.
(C) Gutters, streets and common areas
These include:
- Cleaning and sweeping all waste from the gutters (see plants, rags, cans, bottles, planks, stones, etc.),
- Cleaning of concreted or non-concreted gutters, as well as concrete manholes,
- Cleaning and sweeping streets and common areas (see streets, alleys, parking lots, sidewalks and their barbicans).
- EXECUTION DEADLINE
The maximum time limit laid by the project owner for the realization of services, subject of this tender is twelve (12) months, as from the date of notification of the corresponding Service Order.
- ALLOTMENT
The contract is not allotted.
- ESTIMATED COST
The provisional cost of the operation after earlier studies is CFAF 27.118.595 (twenty-seven million one hundred and eighteen thousand five hundred ninety-five francs) all taxes included.
- PARTICIPATION AND ORIGIN
Participation shall be open to all Cameroon-based companies.
- FUNDING
This contract shall be financed by the SONARA maintenance budget (ED226-X05-0200)
- PROVISIONAL BOND
To avoid rejection, each bidder must include in his administrative documents, a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº11), of an amount of CFAF 454.820 (four hundred and fifty-four thousand eight hundred and twenty francs) and valid for 30 days, beyond the original date of validity of the offers.
- CONSULTATION OF THE TENDER FILE
Upon publication of this notice, the tender file may be consulted during working hours at SONARA, P.O. Box 365 Limbe (General Management / Contracts Division).
- ACQUISITION OF THE TENDER FILE
Once the tender notice is made known, tender documents can be obtained at the Contracts Division of SONARA-P.O. Box 365 Limbe, upon presentation of a receipt of payment of a non-refundable amount of CFAF 50.000 (fifty thousand francs) payable to BICEC under the following references:

- SUBMISSION OF BIDS
Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. BOX 365 – Limbe, latest on the 26th/05/2026 at 10 a.m. local time, bearing the following label:

- ADMISSIBILITY OFFERS
Under penalty of rejection, the other documents in the administrative file required must be produced in originals or certified copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.
They must date from less than three (03) months preceding the original date of submission of offers or have been established after the date of signature of the Call for Tenders.
Any offer not in conformity with the requirements of the Tender Document will be declared inadmissible; this will be the case notably in the absence of a bid bond issued by a banking establishment or a financial organization authorized to issue bonds for public contracts in Cameroon (see file nº11).
- OPENING OF TENDER ENVELOPES
The opening of bids will be done in two phases; the opening of the administrative and technical bids will take place initially and will be followed by the second phase which is the financial offers of the bidders who meet the minimum technical score required.
- The opening of administrative documents and technical bids will take place on 26th/05/2026 at 10:30 am at the Company restaurant in Limbe, by the SONARA’s Internal Tenders Board; only bidders may attend the opening session or be represented by a person of their choice duly authorized.
- The financial bids will take place at the end of the technical analysis and it will concern only tenderers with the minimum score of of 70 points out of 100 following additions of essential criteria’s notes.
- EVALUATION CRITERIA
14.1. Essential criteria
The examination of the essential criteria will consist of a verification of the conformity of bidders’ files with respect to the requirements of the Terms of References (ToR) in accordance with the stipulations of the special regulations of the call for tenders (RPAO); the items to be checked will include:

14.2. Eliminatory criteria
- Incomplete administrative file;
- Absence of references (at least 02) in the field of maintenance of green spaces (with a cumulative execution period ≥ 12 months) followed by supporting documents (attach copies of the 1st and last page of markets/contracts/orders and minutes of corresponding receipts),
- Absence of a valid environmental permit for non-hazardous waste,
- Failure to obtain at least 70 points on a score of 100 following addition of the essential criteria’s notes.
- METHOD OF SELECTION OF THE SERVICE PROVIDER
The Provider will be selected according to a formula combining quality and price.
- AWARD
The Contract will be awarded to the bidder whose qualified technical offer will be evaluated as the best bid on the basis of formula GN = 0.7TN + 0.3FN.
- TENDER VALIDITY
The bidders remain bound by their offers for a period of three (03) months with effect from the date of opening of bids.
