RELATED TO PREVENTIVE MAINTENANCE OF SONARA’S FACILITIES NOT DAMAGED ON THE 31^st MAY 2019

1. PURPOSE OF THE CALL FOR TENDER

The General Manager of the National Refining Company Ltd (Contracting Authority), launches an Open National Invitation to Tender for the preventive maintenance of SONARA’s facilities not damaged on the 31^st May 2019.

2. CONSISTENCE OF SERVICES

The potential winner of the contract resulting from this call for tenders undertakes to carry out the boilermaking works (main trades) in units 55 and 255, as well as to carry out the missions and responsibilities attached thereto, in accordance with the provisions of the Special Technical Clauses Book (CCTP) and to the rules of the art.

3. EXECUTION DEADLINE

The maximum time limit provided by the Client for carrying out the work covered by this call for tenders is four (04) month from the date of notification of the corresponding service order.

4. NUMBER OF LOTS 

This contract is not allotted.

5. ESTIMATED COST

The estimated cost of this operation is CFAF 232.537.500 (two hundred thirty-two million five hundred thirty-seven thousand and five hundred francs) all taxes inclusive.

6. PARTICIPATION AND ORIGIN

Participation in this call for tenders is open to companies governed by Cameroonian law or established in Cameroon, and operating in this specific field.

7. FUNDING

Services covered by this call for tenders are financed by the SONARA budget (EL423-X04-1088).

8. ELIGIBILITY OF OFFERS

To avoid rejection, each bidder must include in his administrative documents, a bid bond drawn up and signed by a bank or a first class financial institution registered by the ministry in charge of finance and which figures on document N°12 of the ITT, of an amount of CFAF 3.900.000 (three million nine hundred thousand francs) and valid for 30 days, beyond the original date of validity of the offers.

9. CONSULTATION OF THE TENDER FILE

The file can be consulted at SONARA premises, P.O. Box 365 Limbe (General Management / Contracts Division) during working hours upon publication of this Invitation to Tender Notice.

10. ACQUISITION OF THE TENDER FILE

The Bidding Documents can be obtained upon publication of this notice at the SONARA Contracts Division P.O. Box 365 Limbe, against presentation of the receipt of payment of a sum of CFAF 200.000 (two hundred thousand) payable to BICEC under the following references:

11. SUBMISSION OF BIDS

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. Box 365 – Limbe, latest on the 23^rd/08/2023 at 10 a.m. local time, bearing the following label:

12. ADMISSIBILITY OFFERS

Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.

They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.

Any incomplete bid in accordance with the requirements of the Call for Tenders will be declared inadmissible; this will be the case in particular in the absence of the bid bond issued by a first-class bank approved by the Ministry in charge of Finance

13. OPENING OF TENDER ENVELOPES

The opening of tenders will be done in two stages; the opening of administrative and technical bids will take place first, followed in a second step by that of financial bids from bidders who have obtained the minimum technical score required:

• The opening of administrative documents and technical offers will take place on 23^rd/08/2023 at 10:30 am at the SONARA Company Restaurant in Limbe, by the Internal Procurement Commission; only tenderers may attend this opening session or be represented by a duly authorized person of their choice.
• That of financial bids will take place at the end of the technical analysis and will only concern bidders who have obtained at least 70% of “YES” when adding the scores for the essential criteria.

14. REQUIREMENTS FOR SELECTING ENTERPRISES

The criteria for the selection of tenderers are as follows:

14.1. Essential criteria

The examination of the essential criteria will consist in verifying the conformity of the tenderer’s offer with the requirements of the Special Technical Clauses (CCTP) and this, in accordance with the stipulations of the Special regulations of the Invitation to tender (RPAO). The points to be checked will relate to:

• Consistency of the offer;
• Human resources / Organization / Qualification;
• Material specification;

14.2. Eliminatory criteria

• Incomplete administrative file;
• Failure to present a valid QMOS and a written sworn commitment to produce the DMOS prior to the execution of the job;
• The bidder does not have multidirectional scaffolding equipment with a minimum capacity of 40 tons (attach proof of ownership or availability of multidirectional scaffolding equipment);
• The bidder does not justify references [at least three (03)] in the performance of the boilermaking works for a minimum cumulative value of FCFA 500.000.000 (five hundred million) (attach: copies of orders / contracts / markets and corresponding receipt sheets or reports);
• The bidder does not have a handling crane or a lifting manitou with a minimum capacity of 40 tonnes with an extension (attach proof of ownership or availability; the bidder can also provide a partnership contract with an owner company in the case he does not have it personally);
• Failure to obtained at least 70% of ‘’YES’’ after addition of the essential criteria’s notes.

15. METHOD OF SELECTION OF THE SERVICE PROVIDER

The bidder selected will be the one whose qualified technical offer is financially appreciated as the lowest price.

16. AWARD:

The contract shall be awarded to the bidder whose qualified technical proposal will financially be evaluated as the lowest price

17. TENDER VALIDITY

The bidders remain bound by their offers for a period of one hundred and ninety (90) days with effect from the date of opening of bids.
