RELATED TO REPLACEMENT OF PART OF THE PIPING OF THE COASTER DEBALLASTING LINE OF SONARA

The General Manager of the National Refining Company Ltd (Contracting Authority), launches an Open National Invitation to Tender for the replacement of part of the piping of the coaster deballasting line of SONARA.
The services to be performed as defined in the Special Technical Clauses Book (CCTP) are as follows:
The maximum time limit provided by the Client for carrying out the work covered by this call for tenders is six (06) month from the date of notification of the corresponding service order.
This contract is not allotted.
The estimated cost of this operation is CFAF 259.368.750 (two hundred and fifty-nine million three hundred and sixty-eight thousand seven hundred and fifty francs) all taxes inclusive.
Participation in this call for tenders is open to companies governed by Cameroonian law or established in Cameroon, and operating in this specific field.
Services covered by this call for tenders are financed by the SONARA investment budget (EL423-X04-1088).
To avoid rejection, each bidder must include in his administrative documents, a bid bond drawn up and signed by a bank or a first class financial institution registered by the ministry in charge of finance and which figures on document N°12 of the ITT, of an amount of CFAF 4.350.000 (four million three hundred and fifty thousand francs) and valid for 30 days, beyond the original date of validity of the offers.

The Bidding Documents can be obtained upon publication of this notice at the SONARA Contracts Division P.O. Box 365 Limbé, against presentation of the receipt of payment of a sum of CFAF 150.000 (one hundred and fifty thousand francs) payable to BICEC under the following references:

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. Box 365 – Limbe, latest on the 16th/08/2023 at 10 a.m. local time, bearing the following label:

Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.
They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.
Any incomplete bid in accordance with the requirements of the Call for Tenders will be declared inadmissible; this will be the case in particular in the absence of the bid bond issued by a first-class bank approved by the Ministry in charge of Finance.
The opening of tenders will be done in two stages; the opening of administrative and technical bids will take place first, followed in a second step by that of financial bids from bidders who have obtained the minimum technical score required:
The criteria for the selection of tenderers are as follows:
14.1. Essential criteria
The examination of the essential criteria will consist in verifying the conformity of the tenderer’s offer with the requirements of the Special Technical Clauses (CCTP) and this, in accordance with the stipulations of the Special regulations of the Invitation to tender (RPAO). The points to be checked will relate to:
14.2. Eliminatory criteria
The bidder selected will be the one whose qualified technical offer is financially appreciated as the lowest price.
The contract shall be awarded to the bidder whose qualified technical proposal will financially be evaluated as the lowest price.
The bidders remain bound by their offers for a period of one hundred and ninety (90) days with effect from the date of opening of bids.
