RELATED TO THE CONSTRUCTION OF A SCHOOL BUILDING (R+1) ON BEHALF OF THE SONARA SCHOOL

1. PURPOSE OF THE CALL FOR TENDER

The General Manager of the National Refining Company Ltd, Contracting Authority, launches an Open National Invitation to Tender related to the construction of a school building (R+1) on behalf of SONARA School.

2. CONSISTENCE OF SERVICES

The purpose of this ongoing consultation is to enable the selection of a specialized and experienced company, with a view to finalizing the construction on behalf of the SONARA School, of a school building (R+1) on two levels and a cumulative area of ​​1,262.01m² to accommodate eight (08) classrooms, one (01) computer room, two (02) multipurpose rooms, two (02) offices for teachers, two (02) toilet blocks teachers and twelve (12) toilet blocks for students, in accordance with the provisions of the Specifications of Special Technical Clauses (CCTP) and the rules of the art.

3. EXECUTION DEADLINE

The maximum time limit provided by the Client for carrying out the work covered by this call for tenders is six (06) months from the date of notification of the corresponding service order.

4. NUMBER OF LOTS 

This contract is not allotted.

5. ESTIMATED COST

The estimated cost of this operation is CFAF 266.500.000 (two hundred sixty-six million and five hundred thousand francs) all taxes inclusive.

6. PARTICIPATION AND ORIGIN

Participation in this call for tenders is open to companies governed by Cameroonian law or established in Cameroon, and operating in this specific field.

7. FUNDING

Services covered by this call for tenders are financed by the SONARA investment budget (ID120-C07-3522).

8. ELIGIBILITY OF OFFERS

To avoid rejection, each bidder must include in his administrative documents, a bid bond drawn up and signed by a bank or a first class financial institution registered by the ministry in charge of finance and which figures on document N°12 of the ITT, of an amount of CFAF 4.469.605 (four million four hundred and sixty-nine thousand six hundred and five francs) and valid for 30 days, beyond the original date of validity of the offers.

9. CONSULTATION OF THE TENDER FILE

The file can be consulted at SONARA premises, P.O. Box 365 Limbe (General Management / Contracts Division) during working hours upon publication of this Invitation to Tender Notice.

10. ACQUISITION OF THE TENDER FILE

The Bidding Documents can be obtained upon publication of this notice at the SONARA Contracts Division P.O. Box 365 Limbe, against presentation of the receipt of payment of a sum of CFAF 200.000 (two hundred thousand francs) payable to BICEC under the following references:   BICEC

11. SUBMISSION OF BIDS

Each bid drafted in English or in French in six (06) copies including one (01) original and five (05) copies labelled as such, shall be deposited against an acknowledgement of receipt at the Contracts Division of the National Refining Company Ltd (SONARA), P.O. Box 365 – Limbe, latest on the 25^th/10/2023 at 10 a.m. local time, bearing the following label:

12. ADMISSIBILITY OFFERS

Subject to rejection, other administrative documents required will imperatively be produced in originals or certified copies by the issuing authority in accordance with the provisions of special rules and regulations of the invitation to tender.

They must be dated less than three (03) months preceding the date of submission of the tender, or must have been signed after the date of signing the invitation to tender.

Any offer not in conformity with the requirements of this notice and tender file will be declared inadmissible. Notably the absence of a bid bond issued by a first class bank approved with the Ministry of Finance, or failure to respect the models of documents of tender file will result in rejection of the offer.

13. OPENING OF TENDER ENVELOPES

The opening of tenders will be done in two stages; the opening of administrative and technical bids will take place first, followed in a second step by that of financial bids from bidders who have obtained the minimum technical score required.

• The opening of administrative documents and technical offers will take place on 25^th/10/2023 at 10:30 am at the SONARA Company Restaurant in Limbe, by the Internal Procurement Commission.

Only tenderers may attend this opening session or be represented by a duly authorized person of their choice.

• That of financial bids will take place at the end of the technical analysis and will only concern bidders who have obtained at least 70% of “YES” when adding the scores for the essential criteria.

14. REQUIREMENTS FOR SELECTING ENTERPRISES

The criteria for the selection of tenderers are as follows:

14.1. Essential criteria

The examination of the essential criteria will consist in verifying the conformity of the tenderer’s offer with the requirements of the Special Technical Clauses (CCTP) and this, in accordance with the stipulations of the Special regulations of the Invitation to tender (RPAO). The points to be checked will relate to:

• Presentation and consistency of the bid;
• Methodologie and proposed technical solutions
• Organization / Human means / Qualifications
• Material means
• Security and environment

14.2. Eliminatory criteria

• Incomplete administrative file;
• Failure to present references [at least three (03)] in the construction of buildings to receive the public over the last five (05) years [attach: copy(s) of Contract(s)/Order(s) and receipt report / receipt sheet / certificate of good execution of the corresponding services done];
• Absence in the bidder’s technical offer of an informed and detailed section devoted to the implementation methodology, organization and planning of the work; the said section must be related to paragraph 5 of the CCTP.
• Failure to obtaine at least 70% of ‘’YES’’ after addittion of the essential criteria’s notes;
• Incomplete or poorly informed price distribution grid (cf. BPU and DEQ).

15. METHOD OF SELECTION OF THE SERVICE PROVIDER

The bidder selected will be the one whose qualified technical offer is financially appreciated as the lowest price.

16. AWARD:

The contract shall be awarded to the bidder whose qualified technical proposal will financially be evaluated as the lowest price

17. TENDER VALIDITY

The bidders remain bound by their offers for a period of one hundred and ninety (90) days with effect from the date of opening of bids.
